The US federal government signs over 11 million contracts per year and there are over $1B in new opportunities for government contractors to bid on per day. While there is a massive potential to work with the government, over half of contractors miss out on the chance to bid simply because they do not see these deals.

Identifying deals is the first challenge as it’s time-consuming and complex for private sector companies to earn government contracts and grants. It requires large research teams and weeks or months of work for proposal creation. With the next presidential administration likely to make changes to government spending, government contractors will need to tighten up their own processes to remain competitive and win new contracts.

This is why we’re excited to announce that Unusual Ventures is leading a $5.5m seed round in GovSignals — the first AI platform to automate the full process of finding and bidding on government contracts. We’ve been impressed both with the background of the team and their speed of execution. In addition to doubling its customer count in 2024, GovSignals has also signed a global top 3 consulting firm as a customer to improve the firm’s government contract and procurement process.

GovSignals removes much of the time and complexity of government contracting with its AI engine that constantly scans for new opportunities, flags relevant projects for users, and helps companies create compliant proposals with just a few clicks. In the first two weeks of using the platform, a GovSignals customer more than doubled the number of proposals submitted and found more opportunities to apply for (with no additional staff needed!). GovSignals can do in a few minutes what would take a research team months to do, and GovSignals proposals are fully compliant (meaning they cover every requirement that the RFP specified).

We have looked at dozens of companies in this space — what differentiates GovSignals is that most other solutions offer pinpoint solutions and LLM wrappers that generate rough proposal copies that don’t meet government requirements or understand industry use cases. GovSignals handles everything from pre-RFP to submitting compliance proposals for federal, state, local, and education government opportunities. GovSignals also has intelligence capabilities to surface potential opportunities pre-RFP and connect them with a compliant proposal process including information from government meeting minutes and budgetary reports.

GovSignals is led by co-founder and CEO, Derek Hoyt. Derek spent nine years as a DIA Intelligence Officer before joining Palantir, where he led the SEC contract and rollout of advanced AI tech to the U.S. Marine Corps. He also managed Ultra's R&D engineering development proposals for Lockheed, Boeing and Raytheon. Derek is joined by Ethan Aldrich (CPO), who worked in govtech for 8 years delivering software to 100+ counties and states. Ethan previously studied AI at Stanford. Jeremy Doochin (CRO) previously built several tech companies and served as a Special Advisor to the U.S. Department of Energy where he oversaw $34B in contracts.Conner Aldrich (CTO) has deep experience building and training LLMs and complex enterprise-scale AI solutions.

We are excited to partner with GovSignals as they transform the government contracting space using AI. Through world class intelligence capabilities and leveraging AI to develop and submit compliance proposals for federal, state, local, and educational opportunities, GovSignals can become a category winner in a market with strong macro tailwinds, led by a talented team with deep domain expertise.
